PPM encoder

A PPM encoder is a device used on an aircraft with a flight controller, to take the multiple PWM channels from the receiver's servo outputs and combine them into a single digital signal line, so that the flight controller doesn't need as many input pins. This allows for a single wire interface cable rather than having to connect and devote board space to 4-8 separate channels. Ideally this should function identically to having those separate input channels on the FC.
