Small multirotors with video cameras have become very popular for covering large crowds in the context of events or urban protests. These violate basic safety doctrine by flying directly overhead of people, albeit at low altitude, and only lightweight, crash-friendly (preferably foam) designs are recommended for this activity. Their specialization in this use is extreme high resolution (by virtue of low altitude) and low cost in what may be a helicopter-denied area, but they may also be used simply as a cheap alternative to a helicopter (which may come in at $500-$1000/hr when all costs are accounted for), in higher-altitudes & at more traditional angles.
