The low altitude, high-resolution, and most importantly low-cost and relatively safe operation of small multirotors is a good fit for situational awareness in an emergency, but also in a potentially dangerous event with large crowds. Safe mobility in crowd-crush conditions is extremely limited even for vehicles, and fixed aerial cameras on booms or ontop of buildings can provide some help, but they're bulky, expensive, and difficult to use to cover a very large event. Police using these for crowd control are in the exact same place/time as journalists reporting on the crowds, so similar rulesets (preference for lightweight multirotors and safe foam prop guards) are advisable, and some coordination may be required.
