Flying a UAV (a model plane used for other than sport, recreation, or education) in Australia requires first to be approved for a personal 'Controller's Certificate' specific to the pilot & model of aircraft, with which a designated pilot ('Chief Controller') may demonstrate, in combination with his application, the company's merit to acquire an Aircraft Operator's Certificate (OC) necessary for commercial use. This necessitates paying travel expenses for federal inspectors to visit the flight facilities, and providing them with an accurate operations manual for the aircraft. The controller's certificate costs $160, while the OC is listed as requiring $8000 worst-case, and $480 to renew it annually up to 3 times.
